Internet Crimes Against Children (ICAC)


Detective Sergeant Sharp is the Belgrade Police Department members of the national Internet Crimes Against Children Task Force (ICAC). The ICAC Task Force Program was created to help State and local law enforcement agencies enhance their investigative response to offenders who use the Internet, online communication systems, or other computer technology to sexually exploit children. The program is currently composed of 61 regional Task Force agencies and is funded by the United States Office Of Juvenile Justice and Delinquency Prevention. The ICAC Task Force works closely with the National Center for Missing and Exploited Children to help keep children safe online.

Two of the major types of investigations conducted by the ICAC Task Force include investigations of child pornography and child enticement or luring. Child pornography is defined by law as the visual depiction of a person under the age of 18 engaged in sexually explicit conduct. Luring is the process by which predators target child victims; make contact; and work to develop friendship, emotional reliance, and interest in sexual topics. The predator may initiate offline sexual relations quickly or spend months "grooming" the child towards a sexual relationship.

ICAC Task Force members offer internet safety presentations in an attempt to educate parents and children about the dangers of online predators and how to stay safe while using the internet. Task Force members offer this public service in an attempt to keep our community safer in the ever changing computer world.
